He was best known for his representation of Gen. Manuel Noriega.

I first met Frank when he was an investigator and had a houseboat anchored on the Miami river near the justice building. It was called Sea-Vu investigations as I recall. He had just left the Secret Service. He was hired to see if the FBI and the State had wired our suite in Ft. Walton Beach during the Otero trial, where our client was charged with setting a bomb at the SAO bathroom, The Miami homicide office, the airport and several other locations around Miami. He found nothing but as we were taking him to the airport, the elevator door stopped and in stepped the prosecutors and the FBI who saw Frank's equipment and I am sure they thought we were bugging them. We knew exactly what the planned to do as we had "Monkey Morales" giving us info from Sweden. Frank went on for a very successful career. He was quite a showman and very entertaining. I am shocked and sadden to hear of his passing. I would often drive past his house in Pinecrest and would see him playing around in his fantastic garage. He was truly one of a kind. May he rest in peace and condolences to his family.
