President Carter's chief of staff wanted to have a hand (actually an entire arm) in electing the federal judges down here. Senator Chiles had no intention of allowing this incursion upon senatorial power. So, he sent Judge Hoeveler's name to the White House, basically daring them to play politics with a candidate from the dream team of possible federal judges.
