Why would the GOP commit 2/3 of their poll watchers to precincts heavily populated with African Americans, Haitian Americans and other minorities? Just wondering.

Ever since they got rid of the poll tax, it has been up to us republicans to ensure a "free" and "fair" election, so what if we send our folks into minority precincts?
